Fourteen Pacific island countries and territories have accessed roughly $498 million in Green Climate Fund project financing to date, a meaningful start but a fraction of the estimated $2.2 billion in total climate finance the region has drawn from all sources over the past decade.

Why the Pacific?
Existential Risk, Not Abstract Risk
For low-lying atoll nations such as Tuvalu, Kiribati, and the Marshall Islands, sea level rise, wave-driven flooding, and coastal erosion are not future projections but present realities already reshaping where people can safely live. Pacific leaders renewed stark warnings in 2026 following bleak UN climate reporting, underscoring how quickly the window for effective adaptation is closing.
A Region Still Underfunded Relative to Need
Despite the severity of the risk, access to climate finance in the Pacific remains constrained. Only 14 GCF projects had been approved and moved to implementation across the entire region as of the most recent count, with the Global Environment Facility still providing more total historical funding than the GCF, even as the GCF becomes the fastest-growing source. A regionally governed vehicle, the Pacific Resilience Facility, has struggled to attract the donor pledges hoped for, partly reflecting donor discomfort with a funding model that shifts control to the region itself rather than external institutions.
A Clear Gap We Are Built to Fill
Multi-country and regional programmes already dominate approved Pacific climate finance, with projects spanning five or more island nations proving to be the most efficient route to funding at scale. This is precisely where 751 is built to add value, structuring the regional coordination, safeguards, and governance architecture that make multi-country Pacific proposals credible to funders and durable in delivery.

Coastal Adaptation and Sea Level Resilience.
Structuring hybrid nature-based and engineered coastal protection programmes, following the model of Tuvalu's Vaitupu Coastal Adaptation Project, which combines reef and mangrove restoration with physical flood defences.

Climate-Resilient Renewable Energy.
Supporting the transition away from diesel dependence across small island economies, building on programmes such as the Pacific Islands Renewable Energy Investment Program already active in Tonga, the Marshall Islands, and Papua New Guinea.


Regional Climate Information and Early Warning Systems.
Strengthening weather and climate services across multiple island nations simultaneously, mirroring the five-country model already proven effective in the Pacific.
Ocean and Blue Economy Livelihoods.
Protecting tuna-dependent fisheries and coastal ecosystems that underpin both food security and economic survival for Pacific communities.


GCF and Direct Access Entity Pipeline Support.
Helping national institutions such as development banks and finance ministries build the direct access accreditation and readiness capacity needed to control their own climate finance pipelines, rather than relying solely on international intermediaries.

International Climate Finance Expertise
We work inside the detail of international climate finance, including the Green Climate Fund, Global Environment Facility, Adaptation Fund, and bilateral and blended finance mechanisms, partnering with National Designated Authorities, Accredited Entities, governments, and implementing partners to structure concept notes and full funding proposals that meet the technical, financial, and safeguard standards required for approval.
Our approach follows a disciplined project design methodology: clearly defined objectives and scope, structured theories of change, realistic timelines, and risk allocation frameworks that anticipate the questions reviewers will ask before they ask them.
Strong coordination sits at the center of everything we do, aligning stakeholders early, establishing clear communication channels between funders, national authorities, and government counterparts, and keeping every party accountable to the same delivery timeline.
Our involvement doesn't end at approval. We stay engaged through implementation, providing monitoring and evaluation, performance reporting, and capacity building so the systems, institutions, and partnerships we help build continue functioning long after the paperwork is signed.
