Ground Zero for a Warming Planet

No region in this network faces climate change more directly than the Arctic. Since 2006, the region has warmed at more than double the global average rate, and by some measures nearly four times faster in recent years. The consequences are no longer projections; they are observed record after record. March 2026 tied the lowest winter sea ice maximum ever recorded in 48 years of satellite data, at roughly 500,000 square miles below the 1981–2010 average, an area more than twice the size of Texas.

September 2025's summer minimum extent was tied for the tenth-lowest on record, and all 19 of the lowest September extents ever measured have occurred within the past 19 years. Most striking of all, the oldest and thickest multi-year sea ice, ice that has survived more than four summers, has collapsed by over 95% since the 1980s and now survives only in a narrow band north of Greenland and the Canadian Archipelago.

This is not a gradual, linear decline either. After a brief slowdown that offered scientists cautious hope, the winters of 2025 and 2026 delivered the two lowest ice extents on record in succession, restoring a statistically significant long-term downward trend that a few unusual years had briefly obscured. Climate models suggest a one-year drop of that scale, in a world that has already warmed roughly 3°C above 1980 Arctic baselines, should occur in only about one simulated year in a hundred. The Arctic is not simply experiencing climate change ahead of schedule; it is behaving in ways that push past what models consider statistically ordinary.

Why This Demands a Different Approach

An almost ice-free Arctic summer, once considered a rare extreme event at 1.5°C of global warming, is projected to become the norm at 2.5°C, a threshold the world is on a trajectory to approach well within this century. For the Indigenous Inuit, Sámi, and other Arctic peoples whose food security, culture, and mobility depend on sea ice and seasonal predictability, this isn't abstract, it is an active, accelerating disruption of the land and water systems that have sustained Arctic communities since time began. 751.Arctic must be built around this urgency: not as another region seeking capital for opportunity, but as the network's clearest case for adaptation finance, indigenous-led stewardship, and rapid-response monitoring, where the cost of delay is measured in ecosystems and cultures that may not have a second chance.

Why Arctic?

 Governance Structure Without a Delivery Engine

The Arctic is unusual among 751's regions in already having a sophisticated indigenous governance architecture in place: six Permanent Participant organisations, the Inuit Circumpolar Council, Saami Council, Aleut International Association, Arctic Athabaskan Council, Gwich'in Council International, and the Russian Association of Indigenous Peoples of the North, sit at the table of the Arctic Council itself, a status no other indigenous grouping holds in any comparable intergovernmental forum. Yet that political seat has never translated into reliable financing. The Arctic Council's own Indigenous Peoples' Secretariat has spent decades flagging that Permanent Participants lack a dependable funding base, relying instead on ad hoc project grants and a recommended $1 million core support fund that has struggled to materialise consistently. The Saami Council's own Álgu Fund exists precisely because larger multilateral mechanisms have not filled this gap.

That gap is structural, not incidental. GCF's own evaluation found only 34 indigenous-relevant projects globally carry activity-level budgets, totalling under $600 million in GCF financing worldwide, and the policy framework meant to protect indigenous interests was only adopted in 2018, years after the Fund itself was created. None of the seven Arctic states with indigenous populations beyond the US and Australia direct meaningful bilateral funding specifically toward Arctic indigenous climate adaptation, despite six of them sitting inside the Arctic Council itself

Where 751 Can Actually Add Value?

This is precisely the kind of fragmentation 751 exists to resolve elsewhere, and the model transfers directly. Three concrete entry points stand out. First, project preparation support for Permanent Participant organisations seeking to convert Arctic Council priorities into fundable concept notes and readiness applications, the same technical service 751 already provides GCF-seeking governments. Second, infrastructure resilience financing, given that roughly 70% of all Arctic infrastructure sits on near-surface permafrost projected to thaw within 30 years, creating an enormous, quantifiable adaptation financing need for community relocation, foundation retrofitting, and energy system redesign that barely registers in current multilateral portfolios. Third, bridging the Arctic Council's existing indigenous governance credibility with international capital, using 751's experience structuring executing-entity and accredited-entity relationships to help Permanent Participants access GCF, Adaptation Fund, and GEF Small Grants Programme resources that today remain technically available but practically inaccessible without dedicated preparation capacity.

Our Synergies: 751.Arctic

Exporting Solutions Built Out of Necessity

Arctic communities have spent two decades solving a problem the rest of the developing world is only now confronting: how to deliver reliable, affordable power to remote, climate-exposed communities without ruinous diesel dependence. Renewable-hydrogen microgrid systems piloted in Alaska, the Canadian Arctic, and Iceland, from wind-to-hydrogen storage on islands like Grimsey to hybrid diesel-renewable systems across Nunavut and the Northwest Territories, demonstrate exactly the kind of technically proven, small-scale, off-grid solution that remote coastal, island, and mountain communities across 751's other regions urgently need. The Arctic Council's own Remote Energy Network Academy has already built a structured capacity-building model around this, taking practitioners through live renewable energy and microgrid deployments across Alaska, Canada, Greenland, and Iceland. That curriculum, and the engineering knowledge behind it, is directly transferable to island and coastal partners already inside the 751 network.

Permafrost Science as a Global Early-Warning System

Arctic permafrost research has matured into a genuinely exportable methodology, not just a regional concern. Projects like Permafrost Pathways are combining ground-based monitoring towers, high-resolution satellite observation, and machine-learning forecasting to quantify thaw risk to infrastructure at engineering-relevant scales, and researchers are explicit that these tools have "immediate applications" for climate-resilient infrastructure planning well beyond the Arctic itself. The underlying approach, pairing indigenous knowledge with satellite-driven risk modelling to guide difficult adaptation choices between protecting, retrofitting, or relocating a community, is a template 751 could adapt for coastal erosion, glacial melt, or slope-stability risk assessments in mountainous and coastal project geographies elsewhere in the network.

A Genuine Two-Way Bridge 

Unlike Europe or North America, the Arctic's synergy case isn't primarily about channeling southern capital northward, it's about pairing the region's hard-won technical solutions with 751's project-preparation and financing-structuring expertise, so that proven Arctic engineering and monitoring approaches actually reach the vulnerable communities elsewhere in our network who need them, while Arctic Permanent Participants gain access to the same GCF, Adaptation Fund, and GEF readiness support 751 already provides governments and indigenous partners across Africa, the Pacific, and beyond. We are not opening this broadly. A limited number of research institutions, Nordic and Arctic-state agencies, indigenous Permanent Participant organisations, and individuals, selected for their scientific credibility, engineering expertise, and genuine appetite to see Arctic-tested solutions reach the communities that need them most, are being invited to help define this platform from its earliest stage.
