The GCF Funding  Journey (Simplified)

We want to show that the process is defined and you have a way to de‑risk it.

A complex process, made manageable

Under the revised Accreditation Framework, GCF follows a structured accreditation process, from nomination, pre‑screening and application through screening, review and Board approval.

For governments, the challenge is not only meeting the standards, but coordinating ministries, agencies and existing funds.

 “Standard GCF steps”

GCF’s accreditation process for national entities typically includes:

  • Government nomination by the National Designated Authority or focal point

  • Pre‑screening and submission of a full application through the GCF Partner Portal

  • Detailed screening of fiduciary, environmental and social, and gender policies and track record

  • Clarifications and gap‑filling, including use of readiness support where needed

  • Board decision and accreditation confirmation

Why GCF Direct Access Matters

Why governments need GCF direct access.

To implement their NDCs and climate strategies, developing countries need large‑scale, predictable finance. The Green Climate Fund channels resources through accredited national, regional and international entities that meet strict fiduciary, environmental and social, and gender standards. Direct access allows governments to align funding with national priorities and reduce reliance on external intermediariesm.

  • Control a national pipeline of climate projects aligned with your NDCs and national plans

  • Reduce transaction costs by dealing directly with GCF and other funds

  • Strengthen domestic institutions, safeguards and climate finance systems for long‑term impact

  • Attract additional public and private investment once systems and accreditation are in place.

Our support for your CGF access

We partner with ministries, NDAs and public financial institutions to build accreditation‑ready institutions and sustainable climate finance systems.

  • Strategic design and entity selection

    • Identify the most suitable national or subnational entity to become the GCF Accredited Entity

    • Clarify mandates, governance and relationship with the NDA

    • Align accreditation scope (funding size, risk category, sectors) with national priorities

  • Accreditation readiness and gap assessment

    • Map existing fiduciary, environmental and social, and gender policies against GCF requirements

    • Design institutional strengthening plans and standard operating procedures

    • Mobilize and structure Readiness and Preparatory Support to fund these reforms

  • Climate Finance Unit and system design

    • Support the creation or strengthening of a Climate Finance Unit as a single, government‑led entry point

    • Improve project pipeline management and cross‑government coordination

    • Integrate climate finance into national budgeting and planning systems

  • Project pipeline and funding proposals

    • Develop a strategic project pipeline aligned with NDCs and country programmes

    • Prepare concept notes and full funding proposals to submit once accreditation is in place

    • Design blended finance structures to leverage private investment where relevant

We help national and subnational governments become GCF Accredited Entities and build the institutional systems needed to unlock large‑scale, long‑term climate finance.

Typical Questions

  • How long does GCF accreditation usually take?

Accreditation timelines vary, but with strong preparation and clear mandates, the process from application to Board decision is often expected to take several months once documentation is complete. Pre‑accreditation readiness support is frequently required to close institutional gaps.

  • Do we need a new institution or can we use existing ones?

Governments can nominate existing ministries, funds or public financial institutions as potential Accredited Entities, provided they have clear legal personality and governance structures. The key is aligning mandates and capacity with the intended role.

  • What if we are not ready yet?

GCF’s Readiness and Preparatory Support Programme can fund pre‑accreditation and institutional development activities, subject to NDA endorsement. A readiness roadmap often precedes a strong accreditation application.
